new group? the covenant

i may or may not be expanding on this idea
but uh
basically vivian is a witch- not an actual magic witch but a witch of charms and superstitions, but also a really damn good grip on plants and animals {eerily weird}
and from this vivian decides its time to expand her ideas, take over some land for herself because she's just a lil' powerhungry behind all of that mysterious stuff
so vivian here decides to create 'the covenant' {i may be changing this idea later}
it's a gray neutral group, meaning it doesn't partake in any wars it doesn't need to. however, if someone offends the covenant in any way {i.e., attack a member, attack their base, etc.} the covenant will attack back, whether it'd be through diplomatic means or actual physical attacks
inside the covenant it's a home for the weird- anyone who's disabled, language barred or just strangely out of it is welcome. vivian herself is strange, being a modern witch, which means she's almost taking the strange ones under her wing

vivian herself would not be a warrior/defender kind of figure, actually wanting to lend a hand in diplomatic stuff/healing n' medical stuff
her second will act as a guard to the public, not her
