northstar does it to protect their own. you have to remember that these joiners are looking to join THEM, which means that they are now a responsibility/another mouth to feed/etc.. they have to trust each other to build a foundation and provide a better means of understanding in order to work together as a group undivided, so that means learning to understand that taking their weapons and giving them permissions after trying to get to know them isn't assault or revoking their rights if that makes sense

ik characters ic aren't crazy over it but again: you need to remember that your character is as much as a threat as the district is to them. they dont know who they are, what they can do. being on equal ground is better than one of them having the higher ground than the other. nd is actually very considerate with this imo. they have a decent joining system that isnt just letting people in, its making sure who they're letting in isnt going to mass murder them all with their semi automatic rifle
